The Pandion Decemvirate is the oldest of the Pacific
Decemvirates, representing the very first settlements of the Third
Migration. The Amarisians were the first to reach this area of the
Southern Ocean, passing around the horn of the Dark Continent. They
found a Ocean that was nearly as fair as the Middle Sea of the
Tritons and a chain of thousands of Islands that bore fabulous
riches. The Islands of the Pandion Decemvirate were the first and to
this date, the richest find that the Amarisians ever discovered. The
Amarisian Traders used the Pandion Islands as a springboard for
their further expansion into the Southern Pacific and established
settlements upon the Island Chains...soon, these waters became the
gateway to the Pacific. As the settlements became more permanent,
the Amarisians of the area became more interdependent of there
brethren in the South Atlantic. About the time that the Varati Reign
of Fire ended, the Amarisians discovered a long rumored route
opposite of the Dark Continent that allowed them and the Ormani to
continue their expansion into the Great Sea. This event lessened the
significance of the Pandion to the Amaris. By this time, the
original Amarisians had been there for almost five hundred years and
they were a Decemvirate in their own right. The Pandion Decemvirate
came into being shortly thereafter.
The Pandion Decemvirate in some ways represents the Amaris
Decemvirate, for whose population claims heritage. They share the
same gentility and general social divisions and customs of the
Amaris and the Atlantic Decemvirates, and they also share the
wanderlust that the Amaris were noted for. However, the Pandions
generally do not hold to the worship of Pasiphae, but rather worship
the water as a life-giving source. This 'new' religion is roughly
similar to the naturalistic worship and reverence found amongst the
Sylvan people and one wonders if this is wear the Atlanteans got the
idea. Whatever the case, this creates an imbalance due to the fact
that this new worship originates amongst the 'commoner' cast and
makes the Clergy irrelevant. At the moment, there seems to be a
balance between the new religion and the old within the Pandion.
The Pandion Decemvirate maintains a fairly robust economy and
trades quite extensively with the other Pacific Decemvirates and the
Atlantic Decemvirates. However, the Pandion are best known for their
extensive Navy. The gentility of the Atlantic Decemvirates causes
their forces to be far less developed than is necessary to police
their waterways without assistance. The Pacific Decemvirates had
need for Navies in order to explore the more wild and unknown waters
of the Great Ocean. The Amarisians were the first to hire out the
Pandion Decemvirate to supply warships to assist in policing the
waterways of Pirates. Soon, the Ormani grew warm to the idea and
negotiated rights through the Amaris and now Pandion Navy can be
seen patrolling Ormani waters as well. The Pandion Navy is the
largest Navy of the Atlanteans, with the Tritons lagging close
behind. The ubiquitous teak Catamarans of the Pandion are a common
sight upon the oceans of the Aether, bringing order to the
waterways.
