"The Peace Treaty"

We, the undersigned, in order to end the war between the Empyre and the Varati kingdom, do agree upon the following terms. Said terms shall be enforced to the utmost of our ability, and shall not be further modified. What is written benefits both nations, and begins the difficult course toward repair and regrowth that both nations require.

Let the treaty be read, ratified, and let these points stand:

Regarding the war itself:

The Aegis shall issue a formal apology to the people of the Varati Kingdom. This is to be the first task undertaken by the Empyre after the signing of this treaty.

Regarding payment:

The Empyre shall pay to the Varati people three times the amount of damages inflicted upon them due to the initial invasion, and twice the amount the cost of fielding the Varati army during the war. Fifty percent of this money shall be paid from any House that voted 'yes' to this war, the other fifty percent being raised in any manner the Empyre sees fit.

Varati merchants wishing to cross the river Tiber shall be taxed at one-quarter the rate of current taxation. These funds, in return, will be supplied to people of the Empyre so that the process of rebuilding may begin.

Regarding the contested lands:

The province of Arelate shall become an independent kingdom, governed by its own laws and its own people, inhabited by any man, woman, or child who wishes a peaceful start to a new life. In addition, the Empyre will lend assistance to any refugee in the province of Edessa, should he or she wish relocation to this new land. All Empyreal forces will immediately withdraw from the province, as will Varati military forces depart when the new government requests it of them.

The city of Callisar's Eyrie shall be returned to the kingdom of the Varati.

The city of Parnassus will be opened to members of both races for habitation, governed by a council composed of equal numbers of Varati and Empyreal citizens. These laws shall be enforced by equal numbers of Praetorians and Clan Guard who volunteer for such a position. Until such a time that a new set of laws are decided, the citizens of this city will be held accountable by the laws of both the Varati Kingdom and the Empyre.

The number of guards at all Empyreal Military Outposts within fifty miles of the Varati border shall be halved, in order to comply with the process of peace, but as well to ensure the safety of the Empyrean people and land.

Regarding the people:

The Empyre and the Varati kingdom will exchange spouses for the respective monarchs of either kingdom. The Emperor will marry one affiliated with the Varati kingdom. And Khalid Atar will marry one affiliated to the Empyre. Khalid Atar shall choose a willing bride from the Empyrean people to become Queen of the Varati people, and shall also choose a bride or husband for the next man or woman who sits on the Emperor's throne. The wedding of the next Emperor or Empress shall take place at the time of Coronation in Civitas Dei. Guests from the Varati Kingdom shall be welcomed to both the coronation and wedding ceremonies. The same will be true for the marriage of Khalid Atar in the Varati City of Masada. These events shall serve as a uniting force for the people of both nations, so that peace may continue between them.

Lucian Deiepetes, once deposed from his throne, shall be allowed to retire in peace.

Cassius Silvarius Augustin shall be turned over to Khalid Atar. His life shall rest in the hands of the Varati God-King.

Eranthe Martinia Augustin shall be escorted to Atesh-Gah for an audience with the Khalid Atar, at his convenience.

As the treaty is written, as it is spoken, so let it be agreed. No dissension will be overlooked, no rebellion allowed to stand.

Let the war end.
